Russia has reportedly built a covert trade route with India to obtain critical electronics and dual-use technologies for its war in Ukraine, bypassing Western sanctions, according to a Financial Times report.

According to a report by the Financial Times, leaked government documents and anonymous sources reveal that Moscow has managed to bypass Western export controls through secretive transactions with Indian companies.

The report highlights that Russia, facing severe international sanctions, has strategically amassed Indian rupees from booming oil sales to India. Trade between the two nations has surged, nearly doubling to $65 billion in 2023. This financial leverage has allowed Russia to covertly acquire sensitive goods in India, with considerations to establish facilities within the country to further bolster its war capabilities against Ukraine.
Moscow has reportedly allocated around Rs 8,400 crore to secure these essential electronics and dual-use technologies. These components, which include parts for telecommunications, servers, and other advanced electronic equipment, are critical for both civilian and military applications. As a result, they are subject to stringent Western export controls.
The Financial Times report also sheds light on a Moscow-based consortium, the Consortium for Foreign Economic Activity and International Interstate Cooperation in Industry (Ved MMKP), which played a central role in these covert operations. The consortium’s plans detailed the use of a “closed payment system” to facilitate transactions between Russian and Indian companies, effectively evading Western scrutiny. An unnamed Western official suggested that this consortium might serve as a front for Russian intelligence operations.
While India has strengthened its ties with the United States under Prime Minister Narendra Modi, Russia has eyed the country as an alternative market for crucial components. This move aligns with Moscow’s broader strategy to circumvent the economic chokehold imposed by Western nations.
The full extent of Russia’s covert trade operations remains unclear, but customs data indicates a noticeable increase in Indian exports of sensitive electronics from mid-2022, as listed in the Ved MMKP’s report. This development raises questions about the effectiveness of international sanctions and the geopolitical implications of such covert trade routes.
